Challenge RADar
April 7 – June 14, 2026
Unlocking the military potential of dual-use technology. RADAR presents a new strategic foresight challenge: What if a technological, scientific, or industrial breakthrough originating in the civilian sector were to suddenly upend the military balance of power?
The challenge involves completing the following task:
Envision a paradigm shift through a scenario and demonstrate how it concretely transforms the capabilities of the armed forces
(10- to 15-year time horizon)
Instructions:
Your script must include the following four elements:
1- The Breakup
Describe a major innovation or development (technological, scientific, or industrial) originating in the civilian sector
2- The switch
Explain how this shift changes the rules of the game (balances, vulnerabilities, power dynamics, etc.)
3- The Military Impact
Explain how this disruption specifically affects the military’s capabilities (operations, intelligence, logistics, security, command, etc.)
4- The Answer
Suggest a plausible adaptation (e.g., operational role, new equipment, doctrinal or organizational changes)
Be authentic, creative, and innovative!
A jury composed of members of the RADAR program team will select the best ideas.
